The fuel in a P30 works like this. Turn on the key. this triggers two items 1 the ECM and 2 the oil pressure switch. You need both to register to start the fuel pump. If you think your fuel pump is out try. Turn key and put ear to gas tank or a funnel in the filler neck to listen for the pump to start.

the fuel cut-off is a vacuum cut off which is mounted on the rear of the fuel injector. it has a brown vacuum hose attached to it. To check it after it is out you push the plunger in while holding your finger tightly on the vac port to see if it holds pressure. The replacement part is a "BOSCH" #1427133091 for around $100.

Too much fuel pressure ussually over 25 psi the VP-44 it can lockup. That's where it will cost you $800-1500 for a new VP-44 .
