The following fix removes the need to turn the frame limiter on - from your video card's control panel force V-Sync on. That's it. Bear in mind it might not work with older video cards and/or driver versions. That's the only fix for Windows 7 I could find and it works like a charm. P.S. Credit goes to KyZiX.

TL;DR Go in Vice City's game data folder, under the "movies" folder and rename "GTAtitlesGER.mpg" to "GTAtitles.mpg" to solve the problem. Following that very helpful comment, I think it's time to tell how I solved the problem. Basically the intro movie is stored in the game's data as a simple video file.
click "add". go to. C: Programs (x86) Steam. SteamApps. Common. Go to the Grand Theft Auto Vice City folder and select gtavc.exe to add it to the DEP exceptions list. It would also help to right click the gtavc.exe, go to the compatibility tab and select run Windows 98/Me & run as admin.
go to your file explorer and type in. C:\Program Files (x86)\Steam\steamapps\common\Grand Theft Auto City. Then right click the "gta-vc.exe" and go into properties. Once in there go into compatability and you should be able to see the opption "run is 640X480 resalution". Click that and change your colour mode to 16-bit.
In that section select LEGACY COMPONENTS then DIRECT PLAY. Then Click Okay. It should go through some processes, make some changes then everything should work just fine.
